On 3/13/23 at approximately 1602 hrs, Officer Eaken and I, Officer Dickant, were dispatched to ██████████████ for a domestic violence report.
When we arrived on scene, I met with the victim, later identified as ███████, while Officer Eaken met with the caller/actor, later identified as Kacey Turner. I spoke with ████ near the entrance of the apartment complex while Officer Eaken spoke to Turner inside the apartment on the second floor.
███ stated that she and her intimate partner of 3 years, Turner, were arguing inside the apartment after Turner returned form the bar. ███ stated that the argument then began to escalate when she called her mother and told her what was going on. According to ███, Turner then grabbed a knife with an orange handle, followed her into the hallway of the apartment, pointed it at her face, and stated “I will stab you if you say it again” and “I’m going to kill you with this knife”.
███ then stated that Turner started to stab the wall within the apartment, and began to throw all of ███’s belongings throughout the apartment. The argument then went to the second floor bedroom where ███ stated that Turner called 911 and began to lie to the call taker about what was truly going on.
███ then advised me that we would find the knife with the orange handle on the couch and that we would be able to see that there was plaster on the tip from Turner stabbing the walls. I then went upstairs and located the knife with the orange handle on the elbow rest of the couch. I was also able to see that it had what appeared to be plaster in the tip of it.
I then met with Officer Eaken and Turner. Officer Eaken then advised me that Turner had a small cut on her nose and lip, and that she got it from ███’s dog. According to Officer Eaken, Tuner told him that ███ whistled and the dog attacked her.
I then asked Tuner how she got the small cut on her nose and she stated that she did not know. Officer Eaken then asked Tuner about her statements about how she got the small cut and how he thought she told him that ███’s dog attacked her, and she replied by saying the dog incident happened a month ago.
Turner then advised me that her neighbors were inside the apartment when that incident happened, which turned out to be false after Officer Eaken spoke to the next door neighbor, who advised him that she was never inside the house. The neighbor also stated that she never saw or heard anything. This was captured on Officer Eaken’s body worn camera.
Based on Tuner’s inconsistent statements and ███’s statements that were corroborated by officers, Turner was placed into custody at 1618 hrs. Search incident to an arrest yielded negative results for contraband or weapons. Turner was then placed in the back of our patrol vehicle. Prior to our departure Tuner requested that we would get her glasses, wallet, and coat, which we did.
As we were walking out of the apartment, Turner stated “I’m going to kill her when I get back”. This statement was recorded on our body worn cameras.
Officer Loritz was also on scene and gave ███ a Victims Rights Pamphlet and a PFA pamphlet. Officer Loritz also administered a LAP form, which she completed but refused to speak to a counselor on scene. We also advised her multiple times to get a PFA.
We then transported Turner to the ACJ. Prior to Turner being accepted by ACJ staff, she advised us that there was a small pocket knife in her purse, which I recovered and advised her that it would be place in the 30-day hold (# 06).
Officer Eaken contacted the Women’s Shelter Counselor at 1745 hrs and advised ████ about this incident.
Our body worn cameras were on during this incident.
