STAFFORD COUNTY, VA — A reckless driving complaint in Stafford County led investigators to what authorities describe as a detailed murder plot targeting a juvenile suspect’s family, according to the Stafford County Sheriff’s Office.

The investigation began on June 16 when deputies were alerted to a report of reckless driving near Austin Ridge Drive and Cabinet Maker Drive. According to the sheriff’s office, information indicated the vehicle had left the roadway and struck a speed limit sign before leaving the area.

Deputies searched for the vehicle but were unable to locate it during their initial response, authorities said.

Later that evening, sheriff’s deputies found the vehicle at a Wawa on Garrisonville Road and detained both occupants, according to the sheriff’s office.

During the encounter, deputies discovered unopened alcoholic beverages on the suspects and observed a tray of food sitting on the vehicle’s dashboard, authorities said. Investigators reviewed surveillance footage from the Wawa and determined the alcoholic beverages had been stolen from the store. According to the sheriff’s office, the suspects also admitted to stealing the food tray from a nearby Buffalo Wild Wings.

A search of the vehicle uncovered additional evidence, including opened alcoholic beverages, multiple knives, medical items and a notebook that allegedly contained details of a murder plot, according to investigators.

The discovery prompted detectives to launch a more extensive investigation.

According to the Stafford County Sheriff’s Office, investigators determined the notebook belonged to 19-year-old Louis Conely of Stafford. As detectives reviewed the evidence, they allegedly found that Conely and a juvenile had developed two separate and detailed plans to kill members of the juvenile’s family.

Authorities said the juvenile was charged with two counts of conspiracy to commit murder and one count of felony threats in writing. The juvenile was taken to the Rappahannock Regional Juvenile Detention Center.

Conely was charged with two counts of conspiracy to commit murder, two counts of felony threats in writing, petit larceny, unlawful purchase of an alcoholic beverage, drinking while operating a motor vehicle, contributing to the delinquency of a minor, possession of a Schedule IV controlled substance, hit-and-run and reckless driving, according to the sheriff’s office.

He was booked into the Rappahannock Regional Jail and is being held without bond.

The investigation remains active and ongoing, and the sheriff’s office said no additional information will be released at this time.
