Affidavit of Probable Cause
On 02/24/23, at 09:35 TCO Priddy received a phone call to the McKees Rocks Police station from United Site Services for a vehicle theft report. I, Officer Coll responded at this time.

Upon arrival I was met by Operations Manager, ███████. ███████ stated that someone broke into their business on 02/23/23, took a set of keys, left the building and got into a 2018 Ford F-150 bearing PA registration ███████ and drove off the lot.

I reviewed the surveillance cameras and at 21:47 you see the suspect on camera walking through the warehouse where the keys are hung. The suspect is wearing a reflective style vest, orange gloves, a blue mask, and a pair of distinct white and black shoes. The upper part of the shoes is black, and the sole is white. After the keys are taken the suspect walks out of a side door, to the front lot where he proceeds to get into the red F-150 and at 21:49 drive off, turning left onto Furnace St., ext.

On 02/23/2023 at 09:25 I took a report from ███████ for a burglary and a theft of two trucks. At 22:43 entry is made into the building. The suspect is wearing a hoody, and plaid pants. They walk around checking various desk drawers and then walk outside at 22:57. At 23:06 the suspect pulls out of the lot in a white 2020 Ram 2500 bearing PA registration ███████. At 23:47 the truck is returned, and the suspect enters back into the building wearing different clothing. The actor is wearing black pants and a dark jacket, again with a hood up. The suspect is seen walking throughout the office area checking drawers before leaving at 00:42. Once outside the suspect gets into a white 2020 Ram 5500, bearing PA registration, ███████ and eventually leaves, but then returns at 02:46.

███████ has suspected that a former employee named Christian Moore has been responsible for the recent burglaries and thefts have been occurring over the 6 weeks or so. ███████ said he based on his mannerisms and the way that he walks. ███████ said that Moore was terminated for drinking on the job back in August. I as given Moore’s personal information and ran him through N.C.I.C. Christian Moore lives at ██████████████, McKees Rocks; Pa. Moore is also under Federal Probation.

At this time, I drove past ██████████████, and located on 14th St., was the red F-150, bearing PA registration, ███████. After locating the vehicle, I contacted Det. Dimichele from Stowe Twp. Police so that we could coordinate a plan to apprehend the suspect if he enters the vehicle. I was in full uniform marked patrol unit parked on the 13th St. while Det. Dimichele was in an unmarked unit parked along the 1400 block of Woodward Ave. Dimichele had an unobstructed view of the F-150 and ██████████████.

At 12:04 pm Det. Dimichele radioed that a male left the residence and is getting into the F-150. Once inside, the male sat in the driver’s seat not driving away. It was at this time, both officers moved in on the vehicle. I pulled up to 14th St. and exited with my service weapon drawn. I gave the sole occupant who I recognized as Christian Moore verbal commands to put his both hands on the steering wheel, to which he complied. I then moved to the driver side of the vehicle, opened the door and had him step out, once out he was placed under arrest and in handcuffs. Search incident to arrest, I located in his back pocket a pair ORANGE work gloves. Moore was wearing PLAID pants and had the same distinct black and white shoes. Moore was then placed into the back seat of marked patrol unit 504. At 12:07 I read Moore his Miranda Warnings; verbatim and asked him if he was willing to speak with me. He said he understood and would talk. He stated that he is responsible for the vehicle thefts, that he use to work for them. He stated that he knew the building inside and out and knew that they had no alarms. I stopped talking with Moore at this time. I took possession of the key that was In the ignition and later returned it to ███████.

Moore was then transported back to the McKees Rocks Police station where he was placed into a holding cell. At 12:56, I again read Moore his Miranda Warnings and asked him if he understood his rights, to which he stated that he did. Moore signed and dated the waiver form. I then began to speak with him about the incident that took place on 01/04/23, 01/05/23, 01/21/23, 02/23/2023 and 02/24/2023. Moore stated bono-verbatlm that he is responsible for all the burglaries and vehicle thefts at United Site Rentals. He said that since he lost his job, he needed a truck to fill with scrap so that he could take it to a scrap yard and get money. He went on telling me that he has a major alcohol problem and that he was fired back in September for drinking on the job. He said that he knew the building inside and out and that they had a horrible security system or none. He said that even if they switched up spots to put the keys that there are only so many places to put them. I asked him how he would get into the building, and he said each time he would-just force it with some muscle. He then stated that last night he tried to get in the same door that he has gotten into 3 other times, but he was unable to. He knew that that they must have reinforced it. At this time he walked around the building checking all the doors until he found a door that he didn’t even know was there. This door was on the front side of the building. He said that he hit the door with his body and made entry, took the key and then left In the F-150.

The orange gloves that were on his person were taken as evidence. I took pictures of his plaid pants and his white and black shoes. I also obtained video surveillance from the burglaries that will be available for any court proceedings. Based on the aforementioned facts and circumstances, I believe there is enough probable cause, and respectfully request that Christian Moore be charged for his enumerated violations of the Pennsylvania Crimes Code contained in this criminal complaint.

Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law. The defendant in this case is only accused of the charges set forth in the criminal complaint. They are innocent until proven guilty.
