, PA (PPP)— A Pittsburgh woman was arrested on charges of endangering the welfare of her children.

The charges were filed after officers were called to investigate a theft report. The caller informed the police that a friend had stolen money and items from her purse while she was asleep, and that she wanted the friend removed from her apartment.

Upon arriving at the apartment complex, officers found dried blood all over the hallway and bedroom floors of the middle bedroom. They discovered that one of the friend’s children had a deep laceration to the bottom of their left foot from broken glass. Medics were immediately called to the scene.

Casey Monique Briggs-Morris, the friend in question, was visibly under the influence of drugs and was taken into custody on an outstanding warrant.

Briggs-Morris was unable to provide any contact information for family members who could take custody of her children. As a result, Child Youth and Family Services (CYF) were called to take protective custody of the three children.

A CYF case worker confirmed that there was an active case with Briggs-Morris and took protective custody of the children.

Criminal Charges

  1. Endangering the welfare of children (Felony 3)

Affidavit of Probable Cause
Friday March 17th 2023 at 0831 hours Officer Sullivan and I were dispatched to ███████ Drive #██ for a theft report. Caller stated a friend of hers stole items from her purse while she was sleeping, caller wants her friend removed from her apartment. I arrived on scene and spoke with the caller ███████.

███████ stated she has been letting Casey Briggs-Morris and her 3 kids stay with her for the past few days since the power at her residence was shut off. ███████ stated she woke up this morning and found money and items missing from her purse, ███████ doesn’t want to press charges for the theft but wants Briggs-Morris removed from her apartment. While speaking with ███████, Briggs-Morris came to the door and was trying to speak to ███████. Officers advised Briggs-Morris that she has to gather her belongings and leave. Briggs-Morris just stared at us and kept mumbling something about “why you call the Police” and “where’s my medication’ I then advised Briggs-Morris again that she needs to gather her belongings and leave with her children.

███████ then stated that there’s blood all over her floor because one of Briggs-Morris’s children cut their foot on broken glass. Since there was mention of a child possibly injured inside the apartment officers made entry into the apartment to check on the child. I was able to see dried blood all over the hallway floor and bedroom floor of the middle bedroom. Officers checked on 11 year-old Juvenile #1 and found she had a deep laceration to the bottom of her left foot from broken glass. Medics were then requested to respond and check on Juvenile #1.

While walling for the medics I observed blood drops all over the black carpet in the bedroom, blood drops all over the bedroom hardwood floor, the hallway hardwood floor had significant blood drops all over the floor, in the hallway there was bloody toilet paper all over the floor which was used in an attempt to stop the bleeding. In the bathroom down the hallway there was smeared blood on the floor and on the wall. Juvenile #1 stated she cut her foot on broken glass last night around 1900-2000 hours so the laceration has been untreated and bleeding for 12 hours.

I asked Briggs-Morris why she didn’t call an ambulance for her daughter who clearly had an injury and was significantly bleeding, Briggs-Moms stated she didn’t see the blood and didn’t think the cut was that bad.

Briggs- Morris was obviously under the influence of some sort of drug as she was exhibiting signs of impairment. Briggs-Morris was very drowsy, she had unsteady gait and kept swaying, she was mumbling her words, she had snot dripping from her nose and white frothy sputum all over her lips and face.

Medics were advised she would also need checked out.

When I ran Casey Briggs-Morris on my MDT she came back with a NCIC warrant out of the sheriffs office for a probation violation and FTA.

I then went back into the apartment and took Briggs-Morris into custody for the warrant. I confirmed the warrant through INDEX who then sent a NCIC hit to the Sheriffs who confirmed the warrant.

I tried speaking to Briggs-Morris about who can come get her 3 kids. Briggs-Morris stated “JoJo” but couldn’t provide a number or address. Juvenile #1 was able to provide a number for JoJo but when I called the number went straight to voice mail and wasn’t set up.

I then asked Briggs-Morris again for any other family members who could take custody of her children. Briggs-Morris couldn’t provide any information and stated “I just want a cigarette” and kept reiterating that statement several more times every time I kept trying to get contact information for family members to take custody of her children.

Ambulance 46 arrived on scene and evaluated Juvenile #1 they stated there’s still slight bleeding but doesn’t think stitches are needed at the moment.

Medics then took a took at Briggs-Morris and agreed that she was under the influence of some sort of drug and stated Briggs-Morris would need medical clearance before incarceration for the warrant and possible new charges. Briggs-Morris was placed in Ambulance 46 and transported to West Penn hospital. Officer Sullivan followed the medics to the ER.

I finally called CYF and spoke with their Intake, I requested a case worker contact me about the incident and that I’m requesting CYF take protective custody of the 3 children on scene.

I spoke with CYF case worker ███████. I relayed the specifics of the call and he advised me he has an active case with Briggs-Morris and that he will be taking protective custody of the 3 children based on the circumstances. ███████ filled out 3 emergency orders for protective custody, the orders were granted by Judge Middleman.

███████ arrived at ██████████████ with copies of the protective order. CYF then took custody of the 3 juveniles and stated they will be taking all 3 juveniles for medical evaluation per their protocol. ███████ was advised I will be seeking an EWOC charge on Briggs-Morris for failing to get medical attention for Juvenile #1.

Briggs-Morris was charged for endangering the welfare of her 3 children under OTN# G 904601-5 & OTN# G 903360-3.

Charges approved by ADA Welkart.

Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law.
