MIAMI, FL — MIAMI – A Miami-Dade Sheriff’s Office deputy, faces federal charges related to the sexual exploitation of a minor, with court documents revealing a disturbing pattern of alleged abuse and threats.

51-year-old Carle Miranda Blum, a sworn uniformed deputy and 29-year veteran of the department, was arrested in Roswell, Georgia, on charges of receipt of visual depictions involving the sexual exploitation of minors and production of visual depictions involving the sexual exploitation of minors, the U.S. Attorney’s Office, Southern District of Florida, announced.

According to a federal complaint, Blum is accused of receiving multiple videos and images depicting a 17-year-old victim engaged in sexually explicit conduct. The complaint further alleges that in the spring of 2025, Blum traveled to Atlanta, Georgia, where she recorded multiple videos of herself engaging in sex acts with the then-minor victim, as detailed by the Department of Justice.

The investigation began on July 14, when the Miami-Dade Sheriff’s Office received a tip from an individual identified as “Witness 1” regarding Blum’s alleged relationship with a minor, according to an FBI affidavit obtained by WTVJ.

Three days after the tip, on July 17, the victim was “involuntarily hospitalized for psychiatric evaluation under the Coleman-Baker Act in Atlanta, Georgia,” the affidavit states.

The witness informed law enforcement that the victim’s mental health had significantly deteriorated over the past year she was involved with Blum, WTVJ reported.

The witness also told authorities that the day after the victim turned 18, she attempted to board a flight to Miami to meet Blum when she was Baker Acted. Prosecutors stated that the victim had checked a bag, and surveillance video at Miami International Airport captured Blum picking it up, according to WTVJ.

Evidence of the alleged sexual relationship was reportedly found after the witness granted authorities permission to review the victim’s electronic device. This device contained videos dating back to at least October 26, 2024, when the victim was 17 years old. Instagram and text messages revealed a sexual relationship between Blum and the victim, with the two allegedly exchanging sexual videos and voice messages while the victim was still a minor, WTVJ reported. Authorities believe Blum traveled from Miami-Dade to Atlanta, Georgia, to engage in and record these encounters.

Messages uncovered during the investigation allegedly show Blum providing a “countdown” until the victim turned 18, expressing intentions to marry her and constantly referring to the girl as her “wife,” WPLG reported.

The FBI also stated that Blum referred to buying the victim a black Honda Accord, which registration records confirm she purchased, according to WTVJ.

However, the relationship reportedly soured. At one point, the victim appeared to try to end the relationship, which Blum allegedly perceived as a “betrayal,” the affidavit details. During this period, Blum purportedly sent messages including, “Leave me and see what hapoens [sic]” and “WE ARE NEVER DONE!!!!” WTVJ reported.

Further, Blum allegedly sent a chilling threat, swearing to drive her “favorite knife” through the victim’s throat and to “Make you suferr [sic] luke [sic] you make me,” according to WPLG.

In a February 28 conversation, Blum also allegedly told the girl, “I really need to RAPE your a–,” and later stated, “You know I don’t think I’ve ever asked a lot from you. The only thing I ever wanted was your attention. I even stopped asking a long time ago (for) anything sexual from you (pics, videos sex talk etc.)…”, WPLG added.

Just days before her arrest, Blum had reportedly left South Florida and was traveling to Atlanta to be with the victim after her release from the hospital, the FBI stated.

Miami-Dade Sheriff Rosie Cordero-Stutz confirmed on Thursday that Blum is a 29-year veteran of the department and is currently being held in a Georgia jail where the federal investigation is taking place. “Once they move her from there is when we will take our next steps,” the sheriff said, adding that “The immediate will be a relief of duty which will happen shortly upon the processing,” according to WTVJ.

Sheriff Cordero-Stutz expressed her deep disturbance by the allegations. In a statement, she asserted, “These allegations are not only criminal, they are a betrayal of the badge, the public trust, and the oath we swear to uphold. The actions alleged stand in direct opposition to everything we represent as law enforcement officers and as human beings. We have assisted our federal partners throughout the investigation, and I remain committed to full transparency and accountability, no matter who is involved,” as reported by WTVJ and WPLG.

The charge of production of visual depictions involving the sexual exploitation of minors carries a mandatory-minimum of 15 years in prison and a statutory maximum of up to 30 years.

The charge of receipt of visual depictions involving the sexual exploitation of minors carries a mandatory-minimum of 5 years in prison and a statutory maximum of up to 20 years.

If convicted on both charges, Blum could face up to five decades in federal prison, WPLG noted.
