On Wednesday March 15th 2023 at approximately 2045 hours I, Officer Jonczak, was dispatched to ██████████████ for a report of Domestic while acting as Unit 3220.
Upon arrival I knocked on the front door of the residence. From the second story window, Officers could hear a female’s voice saying “come around to the back.” I made my way to the rear with Officer Eyrolles (Unit 3227) while Officer Ptak (Unit 3224) stayed at the front door; I and other Officers did not yet know the circumstances inside.
At the back porch, which is connected to the second story of the residence, I spoke with a female that was standing at the top of the stairs. The female, later identified as ███████, appeared in distress and panicked. I asked ████ to come speak with me at ground level, and asked what happened and who else was inside. ████ stated the father of her child, later identified as Brian Coleman, was inside the residence still with her juvenile daughter (JUVENILE FEMALE). ████ stated there were not weapons present inside but that ████ and Coleman had gotten into an argument. Myself and Officer Eyrolles continued up the back door on the second level porch and attempted to hail Coleman out of the apartment. After multiple hails identifying ourselves as Police Officers Coleman appeared to Officers by stepping into view. Coleman was holding the juvenile female and was yelling at Officers: the juvenile female was crying, visibly upset and appeared to be fearful of Coleman. Between myself, Officer Eyrolles, and Coleman was a common area and a kitchen.
Myself and Officer Eyrolles began attempting to deescalate Coleman, still verbally aggressive, and asked him to step out and speak with Officers on the back porch. Eventually Coleman came forward and I was able to convince him to talk with me and to allow the juvenile female to go next door with the neighbor.
I continued to attempt to deescalate Coleman, explaining that he was not currently in trouble, but that I was there to make sure everyone in the house was ok. Coleman was irate, and stated Officers wouldn’t leave him alone because he was “an black male”; Coleman also was angry and yelling that “nobody would take him from his daughter.” Coleman yelled “I’ll kill somebody for my daughter,” “I’ll kill you (pointing directly at me and Officer Eyrolles), and “I’ll kill her” (pointing toward where ████ was standing). At that time Coleman was placed into custody for three counts of Terroristic Threats, one against myself, Officer Eyrolles,.and ███████. Handcuffs were double-locked and checked for tightness.
I then went to speak with ████. ████ stated that her and Coleman had began arguing when Coleman came over and ████ wasn’t paying attention to him; ████ was listening to a podcast. ████ stated Coleman became irate with ████. ████ stated that because of Coleman’s anger that she got up to leave and grabbed her purse and jacket. ████ stated that Coleman then grabbed her and held her down and would not let ████ leave. ████ stated this happened prior to Officers arrival on scene. ████ stated she had to kick Coleman multiple times, and force him away front her. Once free of Coleman’s grasp ████ stated she called 911. Coleman then went to the child and stayed with the child until Officers contacted him at the back door.
I performed the Lethality Assessment Protocol on ████. ████ did not register high-risk, however based on Coleman’s statements and actions I deemed her to be high-risk. That Information is attached to this report under the Domestic Violence section. I spoke with “Lisa H” from the women’s shelter regarding the incident; ████ did not wish to speak with representatives from the women’s shelter but I provided ████’s information to them should they wish to do a follow up. Officers also provided ████ with the Domestic Violence Resource guide for victims per the Policy of the PBP. Furthermore I advised ████ on the process of obtaining a PFA and advised her to obtain one.
████ was not physically hurt and denied the need for medics. The juvenile female was unharmed.
I arrested Coleman on 3 counts of Terroristic Threats and 1 count of Unlawful Restraint.
Coleman was transported to the ACJ without incident by Officer Foose (Unit 3210A).
Officers were wearing activated body camera’s during this incident.
