LANCASTER, SC — A South Carolina man is facing multiple charges after allegedly holding four vulnerable adults captive in the basement of his home for up to 10 years.
Donnie Ray Birchfield Jr., 35, was arrested August 1 and remains detained without bail, as reported by Local12 TV. Authorities began investigating Birchfield Jr. in July after learning of an unattended death at his residence.
Police said Birchfield Jr. was the sole caregiver to the deceased woman and her husband, both of whom were considered vulnerable adults unable to care for themselves. Investigators found signs of physical abuse, malnutrition, and inadequate medical treatment during their inquiry into the woman’s death, according to WSOC-TV.
Under South Carolina’s Omnibus Adult Protection Act, a “vulnerable adult” is defined as any person 18 or older with a physical or mental condition impairing their ability to care for or protect themselves from abuse, neglect, or exploitation. This includes individuals with disabilities, cognitive impairments, or age-related limitations that prevent independent living.
Further investigation revealed that two other women were also confined in the home. Both had been romantically involved with Birchfield Jr. One woman is believed to have lived there since September 2024, while the other may have been confined since 2015, according to warrants obtained by WSOC-TV.
Authorities allege that Birchfield Jr. controlled the victims’ eating schedules, bathroom access, and telephone communications. He is accused of using their money for personal expenses, including shopping at Walmart and paying off credit card debts.
Warrants reviewed by WSOC-TV indicate that Birchfield Jr. maintained strict control over the victims’ daily lives. The two women reportedly had limited freedom and were subjected to threats and physical violence. One victim stated Birchfield Jr. threatened to harm her family and kill her.
Birchfield Jr. faces charges including four counts of exploitation of a vulnerable adult, financial fraud, false imprisonment and domestic violence. Police said he made one of the women fear for her life by claiming he knew how to dispose of a body. He also allegedly strangled her during repeated assaults.
The investigation began after police were alerted to the death of one of the victims on July 25, which had not been reported. Authorities said they are still trying to determine how Birchfield Jr. came to know the deceased woman and her husband.
The case has drawn attention to issues surrounding the care and protection of vulnerable adults. Officials have not released further details about the victims’ current conditions or whether additional charges may be filed.
Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law. The defendant in this case is only accused of the charges set forth in the criminal complaint. They are innocent until proven guilty.
