Criminal Charges

  1. Prohibited acts – Possession, Misdemeanor

Affidavit of Probable Cause
Penn Hills Officers arrived at ██████████████ in an attempt to serve an active warrant for Scott Watkins.

Scott answered the door and walked outside to speak with Officers.

I was able to confirm that the male that answered the door was Scott.

Due to the fact that Scott had an active warrant, I placed Scott into handcuffs.

Search incident to arrest, I located a small plastic container inside of Scott’s front right jacket pocket. Inside of the small container was a solid white rock like substance. Based on my training, knowledge, and experience, I knew the white rock like substance to be narcotics.

I held the small clear container up to Scott. Scott made an unsolicited statement that the rock like substance inside of the container was “crack”. Crack is a common street term used to describe the rock like form of cocaine.

Based on the above information, I request that Scott be charged with possession of a controlled dangerous substance.

Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law. The defendant in this case is only accused of the charges set forth in the criminal complaint. They are innocent until proven guilty.
