Affidavit of Probable Cause
At time stated, I was dispatched to the area of Duke Park and or Center Avenue for possible shots fired. Upon getting to Duke park, I spoke with two residents that heard what they believed were shots and was told they thought it was the dead end of Fifth Avenue. I checked the dead end and spoke with somebody there, they directed me to the end of Sixth Avenue. Upon getting to the 900 block of Sixth Avenue, I observed a white male firing a weapon up in the air. 4 shots were observed by this Officer. At this time, I activated the emergency lights on the marked Elizabeth Borough police car that I was in. I exited the marked car and instructed the male to put the weapon on the roof of a near-by vehicle and step away. The male was identified as Blake William Conlan, the resident of ██████████████, the location that I was out at. Mr. Conlan was taken in to custody, and the firearm was unloaded by this Officer. The weapon is a Rock River Arms LAR-15 (AR style pistol) bearing serial number CM88592. Mr. Conlan, now in handcuffs and double locked behind his back, was placed in the marked Elizabeth Borough police unit and transported to the Elizabeth Borough Police Station.
