LOS ANGELES, Calif. — Tupac Shakur’s stepbrother has filed a wrongful death lawsuit in Los Angeles Superior Court against Duane “Keffe D” Davis and numerous unnamed defendants, claiming new evidence is helping identify more people allegedly involved in the rapper’s 1996 killing.
According to a report from the Los Angeles Times, Maurice Shakur, also known as Mopreme, filed the complaint Tuesday and said that for the first time in nearly 30 years, threads are beginning to come together around the high-profile murder.
The lawsuit names Davis and John Does 1 through 100, describing the unnamed defendants as people who may have participated in planning, financing, directing or carrying out the conspiracy to kill Tupac Shakur.
Tupac was shot in Las Vegas on Sept. 7, 1996, while riding in a BMW near the MGM Grand Hotel and Caesars Palace. A white Cadillac pulled alongside the car and a gunman opened fire, striking the rapper four times.
The complaint says many people connected to the killing have died over the years or have been difficult to identify, but insists others involved have still not been held accountable. It argues that the case is materially different from a wrongful death suit filed in 1997 by Tupac’s mother, Afeni Shakur, because new developments have revealed what it describes as a broader and more complex conspiracy than simple retaliation for an earlier confrontation.
A major turn in the criminal case came in 2023, when Las Vegas authorities charged Davis with first-degree murder. Prosecutors have said they used Davis’ own admissions in his 2019 book Compton Street Legend to build their case, alleging that he helped formulate a revenge plan after an earlier gang-related fight, obtained a .40-caliber Glock and gave the order to shoot Tupac. Davis has pleaded not guilty and is scheduled for trial in August.
The new civil complaint points to grand jury transcripts from Davis’ criminal proceedings and interviews featured in Netflix’s December documentary Sean Combs: The Reckoning as new information sources. According to the complaint, the transcripts contain evidence involving people beyond those inside the white Cadillac, and the documentary includes allegations from former record-label executives that Sean Combs was involved in the killing. Combs has repeatedly denied any involvement, and attorneys for Davis and Combs did not immediately respond to requests for comment.
Maurice Shakur filed the lawsuit as administrator of the estate of Tupac’s stepfather, Mutulu Shakur, who died of cancer in 2023. Maurice previously performed with Tupac in the hip-hop groups Outlawz and Thug Life.
Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law. The defendant in this case is only accused of the charges set forth in the criminal complaint. They are innocent until proven guilty.
