CHARLOTTE, NC — The family of 23-year-old Iryna Zarutska has filed a wrongful death lawsuit against the city of Charlotte and its private transit security contractor one year after she was fatally stabbed while riding the CATS Blue Line.
According to KVUE and WFLA, the lawsuit filed on the one-year anniversary of the killing names Charlotte and Professional Police Services Inc., arguing that longstanding security gaps on the transit system made the attack foreseeable.
The complaint says no security guard was in the train car when Zarutska was attacked on Aug. 22, 2025, and alleges the security contractor was operating short-handed, with 183 of 219 contracted positions filled and only 11 of 39 armed guard posts staffed. The suit also points to weak fare enforcement and a lack of physical barriers meant to keep nonpaying riders off the system, saying the man charged in the killing boarded without paying a fare.
Zarutska, a Ukrainian refugee, was killed while riding through Charlotte's South End, and the case quickly became a flashpoint in the city's debate over transit safety. The family's suit seeks damages from the city and punitive damages from the private security company, saying the filing is meant to force accountability and prevent another rider from being killed under similar conditions.
Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law. The defendant in this case is only accused of the charges set forth in the criminal complaint. They are innocent until proven guilty.
