COVINGTON, LA — A St. Tammany Parish grand jury has indicted two men in unrelated cases, including a Covington man accused of second-degree murder in a May killing and a Slidell teen accused of first-degree rape involving a child under 13.

According to WWL-TV and a Sept. 4 announcement from the 22nd Judicial District Attorney’s Office, the indictments were returned Wednesday, Sept. 2, 2026, in separate felony prosecutions tied to St. Tammany Parish Sheriff’s Office investigations.

Prosecutors said Frank Willis Jenkins, 52, of Covington, was indicted on one count of second-degree murder in connection with the May 16, 2026 death of a victim identified in court records as W.J. Assistant District Attorney Jay Adair is handling that case.

The grand jury also indicted Slayde Ashton Taylor, 19, of Slidell, on one count of first-degree rape involving a victim under 13 years old. The indictment alleges the abuse happened between Dec. 1, 2022, and Oct. 4, 2024. The case was presented to the grand jury by Assistant District Attorney Ysonde Boland and will be prosecuted by Assistant District Attorney Shelby Stoop.

Both defendants are expected to face separate formal arraignments in the 22nd Judicial District Court in Covington.

Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law.
