, PA (PPP)— A 28-year-old man from Pittsburgh has been charged with multiple counts of indecent assault, disorderly conduct, and harassment following an incident on March 13, 2023.

A Pittsburgh Police officer reported that he was alerted that a male was harassing people in the area while he working an approved second job. Several bystanders pointed out a black male with a green jacket who was grabbing women in the area, according to the criminal complaint.

The officer observed a male matching the description, later identified as Arnez Johnson, blocking a female’s path and attempting to grab her.

When the male saw the officer, he immediately pulled his hand back and turned towards the building behind him. The officer detained Johnson, and two other officers stopped to assist. A check of surveillance video showed the entire incident, confirming that the male in the video was indeed Johnson.

Johnson has been arrested four times in the last year for similar incidents and behavior.

Affidavit of Probable Cause
I Officer Jenkins was working an Approved Secondary Employment Detail for PNC Financial today. While working the detail today I was alerted that a male was harassing people in the area. As I was walking outside Employee ███████ told me that a male grabbed her. ███████ told me that the male blocked her path as she was walking across 5th Avenue.

███████ said the male blocked her path, then put his arm and hand on the small of her back and began to slide it down her side towards her buttocks when she pushed him away and ran into the building. ███████ said the male said, “you got a man, you need me”. I asked ███████ for a description, which she told me about a short black male with a green jacket. As I approached the intersection to look for the male several bystanders pointed towards 6th Avenue and said specifically the male with the green jacket went that way. As I began walking there were two Zone two Officers and another detail Officer in the area that reported similar incidents that they were responding for in the area. All Officers reported a black male with a green jacket was grabbing women in the area.

I observed a male matching the description on Wood St. turning right onto 6th Ave. I was able to catch up to the male. As I began to cross the street, I observed the male in question block a female’s path and attempt to grab her. When the male saw me, he immediately pulled his hand back and turned towards the building behind him. I stopped the male and at that time immediately recognized him as Arnez Johnson. I am familiar with Johnson from a similar incident last year where he was doing the stopping and grabbing female. At this time. I detained (handcuffed) Johnson. At this time Officer Jason Lloyd and Officer Jarrell Jones stopped to assist me. I was able to confirm Johnson’s Identity. A check of surveillance video shows the entire incident. I was able to confirm the male in the video was Johnson.

███████ was still visibly shaken from the incident and was sent home by her boss. ███████ did state to Officers she wished to pursue charges. I spoke with Johnson. Johnson stated he was homeless and that he does not have an address where he receives mail. Due to the actor not having an address to receive charges and his continued behavior Johnson was taken into custody. I was unable to speak with the female Johnson attempted to stop as I approached due to detaining Johnson at that time. That female did not remain on scene.

It should be noted that Johnson has (4) arrests in the last year (OTN: R900510-2, G907170-5, G904503-5, G893916-2) all for the same types of incidents and behaviors. Officer Joe Nicholas transported Johnson without incident.

Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law. The defendant in this case is only accused of the charges set forth in the criminal complaint. They are innocent until proven guilty.
