LAKE CITY, FL — A bicyclist in Florida is accused of kidnapping a woman after she struck him with her car.

According to police, 67-year-old Danny Keith Phelps was charged with kidnapping, aggravated assault, and related crimes on Tuesday, February 4.

Officers from the Lake City Police Department responded to a pharmacy on West US Hwy 90 in Lake City, Florida, for a report of a kidnapping around 12:55 p.m. on Thursday, January 30.

The victim, who was an employee of the pharmacy, told police she observed a bicyclist—Danny Phelps—in the crosswalk attempting to cross. After making eye contact with Phelps, he motioned for the driver to proceed. As the vehicle moved forward, Phelps suddenly moved in front of the vehicle and was struck, police said.

The driver exited the vehicle to check on Phelps and attempted to report the incident to law enforcement using her cellphone. As she approached Phelps, he slapped the phone from her hand and “threatened violence” if law enforcement was called. He then demanded that the driver return to her car while he put his bike in the rear of the vehicle, according to police.

Phelps got in the passenger seat, brandished a knife, and ordered the driver to take him to a specific location. After reaching the location, Phelps exited the vehicle, and the driver returned to the pharmacy to report the incident, authorities say.

Detectives subsequently identified Phelps, and he was arrested.

Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law.
