McKees Rocks, PA (PPP)— A man has been arrested and is being held in the Allegheny County Jail after allegedly exposing himself and causing a disturbance in public. Teryn Rashad Burkes, 31, was arrested on February 25, 2023, after police responded to reports of a man urinating on the sidewalk in the 1100 block of Island Avenue.
According to an affidavit of probable cause, Officer James Duss was traveling in the area when he observed Burkes staggering on the sidewalk with his penis exposed. When Duss approached Burkes and ordered him to finish urinating and place his hands behind his back, Burkes allegedly became argumentative and refused to comply. Officers Gruber and Palahunik arrived on the scene to assist and Burkes was handcuffed and taken into custody.
During the search of Burkes, officers found a small amount of marijuana in his pocket, which was later secured into evidence. Burkes was charged with indecent exposure, disorderly conduct, possession of marijuana, public drunkenness, and similar misconduct. He is being held on a $5,000 monetary bail and is unable to post bond. Due to Burkes’ level of intoxication and alleged belligerent behavior, officers believe that he poses a danger to the general public if released.

On 02/25/2023, at approximately 0658 hours, I (Officer James Duss) was traveling in the 1100 block of Island Avenue after clearing a previous 911 call, I observed a black male, later identified as Teryn Burkes, staggering on the sidewalk. I turned my vehicle around and approached Burkes who was now urinating on the sidewalk. Note that Burkes’ penis was exposed and in the unobstructed view of multiple passing motorists.
I approached Burkes, along with Officers Gruber and Palahunik, who was still urinating. I advised Burkes to finish urinating, put his penis away and place his hands behind his back. Burkes began to argue with me and refused to place his hands behind his back as ordered. Officers used a minimal amount of force and were able to handcuff Burkes without further incident. I noted that Burkes had a strong odor of an alcoholic beverage emanating from his person. Burkes also displayed glassy bloodshot eyes and was slurring his speech. I searched Burkes incident to arrest and located a small amount of marijuana in the pocket of Burkes’ Jeans. Burkes was secured in a patrol vehicle and transported to the Stowe PD. The marijuana was later secured into evidence.
Burkes was belligerent with officers during the entire encounter. Burkes stated that he was on his way to catch a bus to return to his home when he was stopped by police. I offered to allow Burkes to call a sober individual to pick him up. Burkes told me to go f██ myself and let him get on the bus. Burkes became increasingly belligerent and threatened officers multiple times while in custody. Due to Burkes’ level of intoxication I believe that he poses a danger to the general public if released.
