LANCASTER, PA — A 57-year-old man is charged with raping an unconscious woman, kidnapping her and using her credit cards without permission after police said surveillance video and witness interviews traced her movements from a downtown Lancaster bar to a city gas station parking lot where she later woke up partially unclothed.
According to LancasterOnline, Lancaster police charged Ronald Neal Shubert, 57, with rape, aggravated indecent assault of an unconscious woman, kidnapping, unauthorized use of a motor vehicle, tampering with evidence and several theft-related offenses tied to the Jan. 9 encounter.
Charging documents say Shubert approached the woman and her friend after they left a downtown Lancaster bar around 2 a.m. Jan. 9. Police said both women were intoxicated and having trouble walking when Shubert encountered them.
Investigators said the victim later told police she woke up around 6 a.m. Jan. 9 inside her vehicle in the A-Plus Sunoco parking lot at West Orange and North Prince streets. She was partially unclothed when someone knocked on her window, police said.
Police interviewed the woman Jan. 10 at Lancaster General Hospital, where she went after reporting that she had been raped.
According to charging documents, Lancaster Safety Coalition footage and private surveillance video showed the woman and her friend leaving the bar and encountering Shubert, who then walked them to the woman’s vehicle. Investigators said the video also showed Shubert driving around the city afterward.
Police said Shubert dropped off the woman’s friend at a residence, then drove the victim to a parking lot on the 900 block of South Prince Street, where the rape occurred.
During a Jan. 14 interview with police, Shubert allegedly said the woman was asleep throughout the drive, could not talk and vomited on herself. Charging documents say he also told investigators that he kissed her and had consensual sex with her.
Police said Shubert also admitted using the woman’s and her friend’s credit cards without their permission to make purchases at A-Plus and at a McDonald’s.
LancasterOnline reported that Shubert had already been held in Lancaster County Prison since Jan. 14 after being charged in three separate drug-related cases from December and January and being unable to post $300,000 bail in those cases.
Police told the outlet the rape investigation was still active and that they could not say why the charges in this case were not filed until this month.
Shubert was arraigned in the rape case April 7 and remains in prison on $250,000 bail, according to the report. Online court records did not list an attorney for him as of Monday afternoon, and a preliminary hearing was scheduled for Friday.
Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law.
