All of the information contain herein has either been discovered by your affiant or received from other person(s) directly involved in this investigation.

On 22 March 2023 at 1553 hrs I observed a warrant suspect, Duane Williams, walk into the Dollar General store,████████████. As I was calling to check on the status of the warrant I saw Duane carrying 6 items, Gain laundry detergent, walking towards the front of the store. I saw Duane avoid the check out lines, looked at the cashier, ███████, and attempted to run out the door. I stopped Duane at the main entrance with the stolen items in hand. I ordered Duane to put the items on the floor and arrested him. I made cashier aware to the Retail Theft and radioed into dispatch for a transport vehicle.

I searched Duane’s person for more contraband with negative results but I did find a crack pipe in his left front pocket. Upon the arrival Officers Taylor & Foster we checked Duane through the NCIC system and he came back wanted out of Mckeesport PD & the Sheriff Department. The manager, ███████, provided me with amount of the theft was $64.20.

Officer Taylor transported Duane to Mckeesport PD where he will be charged with Felony Retail Theft because he has so many convictions for Retail Theft his Criminal History was too big to fax. The charges are as follows:

  1. 35 780-113 A32 Possession of Drug Paraphernalia (M)
  2. 18 PA CC 2932 A Retail Theft (F-3)

Presumption of Innocence: A presumption of innocence means that any defendant in a criminal trial is presumed to be innocent until they have been proven guilty beyond a reasonable doubt in a court of law. The defendant in this case is only accused of the charges set forth in the criminal complaint. They are innocent until proven guilty.
